If being IAS is the target then preferably choose those subjects for graduation which you can learn with less difficulty and of which you have the ability to understand fundamentals very clearly. I would also suggest you to choose the 'Pass course" instead of Honors course for graduation so that you can study different subjects and acquire more knowledge. Also remember that knowledge of current affairs and GK is very handy for the UPSC exam.

If you are in the second year that means you have two more years left. For doing a PG program in Australia you need to have 6.5 in IELTS. The score is valid for two years. I would suggest that you appear for the IELTS exam in the last year so that by the time you have finished your undergrad you have the IELTS score with you. Remember that you need a passport too. So if you don't have one apply now.
After seeing your scores I am sure that if you have a good IELTS score I am sure you will be eligible for any of the top twenty university.

Please remember Germany undoubtedly is one of the finest study destination top pursue studies in the field of mechanical engineering and related fields.
