17 is too low a score to secure a seat in a government reputed college. However, you may appear for other entrance exams and secure a seat in a reputed institution.

Every college has a different fee structure based on different course that you wish to pursue.
However, there are government colleges whose fee is comparatively lower to that of a private institute.
Some colleges also run scholarship for the underprivileged.
Also, as you have not mentioned the course that you wish to pursue, it'll be a bit difficult to answer you aptly.
