I can only say that a job is not a bad choice too. But if you really want to go forward with your education and you really have that learning spark towards any field then you should pursue that first. If you really want to learn about things in a particular field then go ahead for that. Here, I can say that go ahead with M.Tech plan. A job is a thing which you can do after PG too.

By all means, go ahead and study International Business Operations. With all the MNCs that are present in India and the fact that a huge number of Indian companies are going global, this area of specialisation would certainly help you to have a better understanding of business today. Working abroad is a different kettle of fish altogether. Global recession has lead to a slow down in economies world over but in that aspect, there are some countries, among them India, where the effect is not so great. India might still be a good BET for you unless you are targeting such countries as Canada, Australia & New Zealand.

There are plenty of colleges in Delhi offering this subject for graduation. However in the absence of any assessment by third party, it's next to impossible to grade colleges. I would advise you to select that college which is most easy to reach.

No dear there is no such compulsion but usually it is seen that in private college u can't get that much exposure as compared to colleges , and even ordinarily equipped private colleges have high fees,and u can also face placement problem after completion,
but ya if u r highly determined and dedicated then only u can make ur place
