Now the batch which is in the second year it's in Pune University(SPPU), so the exam and all will be decided by SPPU. But now from this year onward, the batch will come for first will have a separate university which is MIT World Peace University which means exam and all will be conducted by the college itself like autonomous.

Yes, it is possible as at the time of form filling of improvement exam you can fill the address of the city in which you want centre of exam which address you can fill in that city you got centre for exam.

Yes, you can apply for MBA-HR. There is no constraint regarding under graduation. You can target for B-Schools like TISS, SCMHRD, XIMB, XLRI or GLIM apart from IIMs. TISS is best institute for HR in India. It selects through TISS-NET.

I will first advise you to analyse as to why you received so less marks in B.Com. Was it tough for you to study? MBA is much tougher than B.Com hence caution. Also, a majority of good institutions demand at least 60% in graduation.
