Not all the the countries in Europe offers free education, for example England, Holland, Ireland.

this univesity is well recongnised and has a globall value as well. and will give u a degree only after its completion. not only this, it has some special features like onlint study at ur own pace and a special feature of ON DEMAND EXAM (it means applying for exams as per ur converience by choosing the no. of papers, date and venue by yourself )

Yes, you can take up Arts in your Graduation but, I would like to know why you want to change your stream as changing a stream can create problems if you are not able to perform well in Arts subjects, so choose your stream keeping in mind your interests and career aspirations.
I would like to add here at the time when you prepare for UPSC Examination you have to choose optional subjects at that time also you should keep the same thing in mind that is choose the subjects that you are comfortable with and in which you know that you can score well.
