As far as your preference is concerned both courses are good and have good scope in their domain. However, if you are planning to prepare for civil services then better go for public administration. A few colleges offer BA in public administration and I know of UPES, Dehradun as one my friends is studying there. I mentioned civil services exams because the BA in public administration at UPES has a part of the curriculum dedicated to IAS coaching. You can better call and talk to the help centre at UPES and they'll help you understand this better.

Yes, you are eligible for any NIT with any branch, but NIT counselling has closed. Now, you are eligible for other government colleges like in Haryana, Punjab and Rajasthan.
