With your student Registration Number of Annamalai University you can directly approach the university and apply for the Examinations of third year, This only would be valid if the course content has not changed of which you have passed the first 2 years

1) Yes, you can do both the courses together ONLY if one is regular and the other is correspondence.
2) Managing B.Sc and B.Tech together will be strenuous task as both are totally different streams and demand proper time. So, opt for both together ONLY if you feel that you can manage.
