Hi mate,
I'm not sure about distance colleges in Germany but according to my research German colleges don't give admissions to Diploma holders especially Indian Diploma holders. And, you need to complete 13-years of education in order to take admission in Germany. You need to complete your 2nd-year of B.Tech in India then you can take admission in Germany. But for admission in Germany, you need to do a language perfection course like TOEFL or IELTS. After passing this exam, you will get your visa for Germany.
I hope this will give you an idea on how you need to apply for colleges in Germany.

This year admission is closed so you have to wait for the next year and then appear in exams such as JEE Mains, WBJEE, UPSEE and many other for getting admission in B.Tech. Right now, revise all the chapters of class 11th and 12th so that you can score better marks in the exam.
