Out of the three options given MCA, MCM, MBA; MCM is rarely been offered by the institutes in India and are offered in a specific location/ region only. As for the best course according to your education goes, this will depend on your career preference and intent of what you plan to pursue in the future.
If you are keen to pursue a career in technical field only, then opting for MCA would be the best available option as compared to any other options.

For your graduation choose a subject of your interest keeping in mind about your future studies. If you are interested in commerce then go for B.Com or if you are interested in History , Pol. Sc., Eco etc then opt for a honors in that particular subject. For IAS i would like to say In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation i would suggest you to complete your graduation in the the subject of your interest from a recognized university and when you are in the final year of your graduation you can join a good coaching cente

There are hardly any universities in USA which offer a 1 year MBA. If you want to pursue a 1 year MBA, then UK and Europe are the destinations to target.
Regarding eligibility, you would need a good GMAT score- preferably above 600, a good TOEFL score(above 90) and have atleast 3 years of Full Time work experience.
I can only suggest you universities if you let me know your undergrad percentage as well as the number of years you have worked.

Yes, a state govt. staff can apply for UPSC exams. The eligibility of the candidate should be graduation from a recognized university and the eligibility age is between 21-30yrs. Their are two stages in UPSC exams that you need to clear- Preliminary exam and main exam. For you preparation you should join a good coaching institute so that you have the relevant study material.
