Hi,
UPSC exams are very tough and require a lot of hard work and dedication. It is not so that you will require a safe career as a back support but yes to be eligible for the Civil Services, you will require to be a graduate degree holder from a recognized University.
Being a graduate the minimum eligibility will help you in future as well even if you couldn't make it through the UPSC exams as this is the base of education on which you can pursue higher education.

In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. A post graduate Diploma program normally lasts for 1 Yr. If symbiosis is taking 2 Yrs program then they may have added few more subjects to it and giving you a separate certificate for that. Or it may be that they are dragging it a bit longer. Both the institutions are good, however in terms of popularity within the employers I would go with Symbiosis (provided you check with them about why the duration is more)

Jobs in all these streams would surely be available in Kolkata. However I would advise you not to restrict yourself to some place if you want to build your career. Prepare to move and work in any part of the globe, atleast in the initial phase of the career where learning human management is an important aspect apart form your technical job. Choose the stream in which you have personal interest in which comes more easily to you.
