As you are currently pursuing MSC(IT), it would be always advisable to complete this degree and than you may opt for studies abroad.
Leaving studies in between would not make any sense, the ideal situation for you would be complete your Msc, and then work for some years and gain relevant work experience and after that you may opt for studies abroad, the advantage of this step would be:
1.You will gain work experience, which will surely help you during your further studies.
2.With your earnings you can finance your studies on your own.

Since the medium of education in Canadian universities and colleges is English, so all the international students whose first or native language is not English are required to take IELTS.
IELTS has 4 section namely:
*Reading
*Writing
*Speaking
*Listening
IELTS (International English Language Testing System) is of 9 bands.
Most of the universities and colleges in Canada, require overall IELTS score of 6-7 bands plus with no band less than 5.5.
Every university or college has its own course specific IELTS requirement, so it is always advisable to log on to university home page to know the exact IELTS requirement.

Prabagaran.There are many useless colleges in UK (where I live) that admits international students with mediocre grades or IELTS score. My advice is to try for IELTS again and get atleast 7.0. This is the best and most sensible approach to get admission in a good university.
