These are the universities where you can try for PhD in HRM :- Cardiff University, University of Strathclyde, Birkbeck University of London.
Applicants for PhD/DBA should hold a first or upper second class Honours degree in HRM/management or a related social science discipline. Applications from candidates with relevant Master's degrees will also be welcomed, as will applications from those who are close to completing their Honours degree. One cannot compare the two Masters degree courses as both stand different from one another in all respects.
I think instead if thinking about the measure by which you can equivalent the course, it would be better that you look for a good job to start a career with or else you can look for some course options as well depending on your interest and the stream in which you plan to pursue a career in.

Opting for M.tech/ M.E would be quite difficult, but if you are keen to get in the research field, then you can take up PhD as a good option.

In Germany these are the universities offering the same course :-Technical University Braunschweig , University of Applied Sciences Regensburg , University of Stuttgart.
However USA is also a very good option but let me tell you cost wise Germany is a good options because in germany almost all higher education institutions are funded by Federal and State Legislations. German and international students who study in Germany are not charged tuition fees. However, there are some private institutions of higher education and some state institutions offering courses for which fees are charged.
