Java and .Net are good programming applications and offer good career prospects in software development and application programming, but it will depend entirely on to your area of interest based on which you can choose for a particular course/ stream.

All said both are same course. PGDM stands for post graduate diploma in management. The institutes generally provides a part time course or mostly Online course in management for guys who are currently employed and cannot spare full time for MBA and call it a PGDM course. MBA is a full time course designed for guys who after completing graduation or leaving their current job opt out for 2 years course. Usually MBA is offered by universities whereas PGDM is offered by private colleges.

Since you are interested in IAS, I would like to say that their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. Hi.
If you are planning to pursue a diploma in business management from Canada, considering the kind of money that you would be spending for the same, why don't you apply for a regular course in commerce or management? You would be spending almost the same amount of money(A little higher ), you would be earning a Degree and the best part of applying for a regular degree is that you would have bright chances of placement.

There is no university that accept a 3 year degree in Canada. Please look for some university in UK and Australia
I would also like to let you know that you should gain some work experience first and then apply for MBA as that would highly help you in getting admission in a good university.
