TOEFL scores are valid for 2 years after the test date and there is no limit to the number of times you can take the test, but you cannot take it more than once in a 12-day period. If you appeared for the test in 2016, I do not think that the score will be valid in 2019, as it has passed the 2-year validity mark. Regards.

Take the SAT or ACT to study B.Tech in USA. Since every university has different admission requirements, you have to visit the university websites for specific admission details, they also have their deadlines. You must also take the TOEFL. Also, you must apply via the common app portal so check that website as well.

Yes, you can apply for KSET. You should have secured a minimum of 55% marks (without rounding off) for general category. On the other hand, the minimum marks for Schedule Category (SC), Scheduled Tribe (ST), Persons With Disability (PWD-VH/PH), Category I, IIA, IIB, IIIA and IIIB, is 50% in Master's degree or equivalent exam from universities/institutions recognised by UGC New Delhi, in the subjects opted for KSET examination.

To be eligible and apply for this course you need to have cleared your class 12 exams, or any equivalent exam conducted by any State Board or Equivalent. All SC/ST candidates have a relaxation of 5% in the minimum aggregate.
Since you have not completed your higher secondary education i.e class 12 you do not qualify to apply for this course. Regards.
