I am sorry but it is difficult if you are in general category. There are only 25 seats for general category students and after second counseling the last rank admitted is generally below 200. But the statistics change with each bath and you should not loose hope, It is very difficult to get through in the first counseling but you might be called for second counseling. You can get admission if you belong to any reserved categories. please approve the answer if found useful.

Colleges are approved by AICTE and universities are approved by UGC. There can be many colleges affiliated to a single university or the university can be deemed too. Prefer a college or a university based on its reputation and placement record, it hardly matters what you choose a college or a university.

But the seat requirements of PESIT BSC have just jumped off the roof and will probably close by 8000 at most. Additionally, there have reduced seats to only 120 students.
If you are willingly taking ME, then I'll suggest to go for NIE Mysore, It might not have its charm as '90s, but it's still amazing.
I'll say that's the best you can get and it's honestly better than most colleges in terms of Mechanical Engineering.
