Yes, there is no such restriction so you can do M.Com also along with your CA. However, M.Com does not have any advantage neither for any job in the corporate nor for any value addition on your CA exam. Mostly M.Com is done by those who want to make a career in teaching only.

Focus on obtaining your admissions firstly. You cannot apply for the student visa without the admission offer from the university. In addition to the IELTS score requirement you must also see that you have sufficient percentile and meet the program and college admission requirements. Most of the good engineering colleges admission in B.Tech CSE is based on the entrance examination. You may not able to get admission in any good engineering colleges in B.Tech CSE because of your below average academic performance. You are advised to review your career plan. For CAT, 12th marks are not required, however, you must have a minimum of 50 percent marks in your graduation degree. However, during admission process in IIM, your 12th marks also have weightage as 30 percent weightage is there for your personal profile such as your work experience, your communication, your academic record, etc.
Having said this, that does not make you ineligible. If you have other strong areas to showcase.

Dear Rakesh,
AIMS offer MBA Program (under Bangalore University) as an individual program and PGDM is offered by AIMA, New Delhi as on one program. There is no differentiation between MBA and PGDM with respect to the facilities, and any other aspect but PGDM has a lot of emphasis on live projects and practical exposure.

You have to fulfill the eligibility criteria for the respective programme to take admission at LPU. For instance, you should have a minimum of pass marks to get admission to the B.A. Programme. You may apply to any institute who accept such scores. In Maharashtra, it is available with almost every institute affiliated to a state university. You need to put efforts and search such institutes on your own only. Admission happens normally through state-level CET and process of admission is already started for the current year.

Admissions in DU depend on your best four subject's total percentage. So it matters. If you have got 70%, it's very tough to get in the North Campus.
You can try to give CATE exam for English Honors, and if you get a good rank, you can try for south campus colleges.
Otherwise, it can also be done that, you can try off campus colleges, but the course which you might get would not be the ones you want to study.
So apart from DU, keep other options open as well.
