Hi Aisha,
Generally, the counselling gives you an idea if your rank is eligible for admission in the given college. But I highly doubt that you will be eligible for the admission with the compartment as you cannot pursue graduation without submitting your class 12 certificates and mark sheets.

You can try for Germany. Though they provide education at almost zero percent cost. But you have to learn German so it will be more comfortable to you.

To be frank, nanotechnology is a research-based field which implies that you will find opportunities in research laboratories, universities having science/engineering departments and non-corporates. So basically, you will have to apply for positions in institutions like IIT Delhi University, JNU, IISC, TFIR and government agencies like CSIR, IUAC, etc. Essentially, you have to work really hard to achieve a level of expertise that will lead you to having a well-paying job in nanotechnology.

The UGC NET exam is a national level exam held to determine eligibility for lectureship, JRF fellowship, and Ph.D. The NTA has decided to conduct the NET exam twice a year in online mode. The upcoming UGC NET is scheduled as follows:
UGC NET Application Procedure: 1 to 30 September 2018
UGC NET Admit Card: 19 November 2018
UGC NET Exam Date: 18 to 22 December 2018
UGC NET Result: 10 January 2019
The admit card for UGC NET December exam has been already released.

It depends on many things. (I'm answering this based on the assumption that you are asking it on the level of BE/B.Tech)
Go for mechatronics, if-
You want to study and explore multi-domain engineering fields such as mechanical, electrical, electronics, controls, computer Science etc. You have got it as B.Tech in a very good college. If the college is having good placements. You don't have plans to study other specializations in your Masters apart from mechatronics (as there will be very few options left if your B.Tech in Mechatronics).
