Firstly, the admission to engineering in any branch including IT is normally not based on marks of 12th but is based on marks obtained in the concerned CET. So, if you study well and obtain a percentile of 80, you will have bright chances of getting your desired branch.

Yes, you can. The UPSC eligibility criteria want you to be a graduate in any stream. But, do give it a thought why you want to pursue fashion and then become an IAS. It gets quite contradictory.
