Hi Meghan,
There is some maximum time frame within which you have to complete your graduate degree and in most of the colleges it is 6 years so, you have to check with your college what time limit they have. If it is 6 years then any how you have to complete your degree within that span.

You can apply to Haryana Colleges only with your All India Ranking and not the basis of your state ranking. If you are applying to colleges in Haryana based on your AIR then you can go ahead.

There are many courses that can be pursued after completing your 12th with commerce and independent of Maths. You can look for the courses like BBA, B.Com Pass, BA, History, Animation, Mass Communication, BFA etc.
As you are interested in Accounts, you can always take up CA as an option along with which can pursue B.Com through the correspondence mode.
