Hi Dhruv,
49 is too low a score to secure a seat in a government reputed college. However, you may appear for other entrance exams and secure a seat in a reputed institution.
Most colleges have a different provision for admission. You need to contact the institute officials personally for specific admission details as it differs from one college to another.

On the basis of your category as you are SC candidate and secured 70 marks in Jee mains with 62% in Bihar board so there are some chances to get a seat in NIT or any government colleges. Because I did some searches and found that minimum marks for SC candidates is around 55 in mains exam. So You can apply for the admission in any government colleges or you can also look for the reputed private engineering colleges. There are many well-recognized private engineering colleges available in India, which are providing quality engineering education with the better placement records.

You are talking about two different functions. I do not see any value addition by holding both these qualifications. A Company Secretary is the legal custodian of a company. You can look at starting your own consultancy after gaining work experience. The MBA program on the other hand prepares you to take up a managerial position in the near future. An MBA program gives you an overall picture of how a company works and the role played by each department
