yes, it is recognized by UGC.
The Periyar University was established by the Act No.45 of Government of Tamil Nadu in 1997. The University is named after a renowned Social Reformer popularly called Thanthai Periyar. The University covers the area comprising the districts of Salem, Namakkal, Dharmapuri and Krishnagiri. The University is situated in a village panchayat on the Bangalore Highways 10 kms from the Salem city. The University campus extends to about 100 acres accommodating the administrative and department buildings. The University is one among those recognized by University Grants Commission for receiving grants as per section 12B of UGC Act. It is a member of Association of Indian Universities and the Association of Commonwealth Universities.

Generally, the people for such positions like governor or deputy governor of RBI are selected by the Government of India and form a part of Central Board of Directors of RBI, and there is no exam one needs to give to get selected for such positions. However, you really need to have good amount of work experience in the banking sector or any other relevant sector & need to have good educational back ground at post graduate level. BCA is a technical field and students with an interest to pursue a career in IT and development should opt for the particular course.

There are many Universities in India which are offering this course through the distance/ correspondence mode as well and usually the admissions take place twice a year (July/ Dec) depending on the Universities' regulations. Seems you are confused about the aspect of why students go to US than to any other country. Well your confusion is genuine. However there are certain points which we need to compare
1. US education system has 04 Yrs of graduation and if you have done only your 3 Yr graduation then you will have to study one more year before you can join a university.
2. UK PG programs are all 1 Yr program. This does not compromise the quality and quantity. The level of knowledge that is given to you is of high standards and that is why you land up in good jobs after the PG course from UK.
3. UK has always welcomed students who have the caliber to deliver. The 2 Yr Post Study Work visa that is given to students is just a starter for you. Once you get into a job there and work for 2 Yrs then you always have a chance to convert that visa into work visa for 5 years or even convert it into a TIER 1 (HSMP) visa where you can work for 3 more years or even start a business of your own.
