Hi Chandrika,
For IAS the upper age limit is 30 years as on 1st August of the year of Examination. Whereas for KAS every candidate must have attained the age of 21 years and not attained the age of 35 years as on the last date specified for receipt of application or on such other date as may be specified by the Government.

Although, Taxation Management is a good course if you want to make a career in accounting & finance field but just with the diploma in Taxation Management you can not get the ample growth in your career so, advisable is that you should either go for a PG Diploma program in Taxation or courses like CA, CS, CFA, MPA etc. or other degree programs related to Finance & accounting like MBA with specialisation Finance or MFA.

Mass Comm is a very demanding and challenging course and has a lot to offer like Journalism, advertising, PR etc.Few good colleges like IIMC, XIC, MICA etc. conduct their own entrance exams for admissions to similar courses. The basic requirement for admission is good English both written and verbal, minimum qualification required is +2 from a recognized board. The entrance would consist of few objective type questions on GK, reading comprehension, grammar, etc. At the end i would say that the entrance is not that difficult and you can clear it easily and the interview depends on your caliber.
