Since you are interested in IAS, their are two stages that you need to clear- preliminary exam and main exam. The minimum requirement is graduation from a recognized university and the eligibility age lies between 21-30yrs. Well there are many institutes in India which are offering M.tech and the minimum qualification required for this course is B.tech degree course and the preference is given to the regular pass outs instead of the Distance learning / Correspondence mode.
Also MCA itself is a Masters course, pursuing M.tech will not add much value to it as MCA is a career oriented course and offers good career opportunities in the field of IT. However to increase your options for better job opportunities, you may opt for some certificate / short term courses in a field of your interest like software, hardware, networking, database, testing etc.
