If your CAT percentile is 22 then you have to reappear in the test next year. I suggest you to prepare well this time as most of the top B schools look for 95 or above percentile in CAT.
Also you can appear in other Management Aptitute tests like MAT,XAT to create a back up opion for you.

It depends totally own your calibre which path you want to choose towards doing CA. Most of the students start preparing for CA simultaneously with their graduation. But please be informed that both B.com and CA preparation are intensive programs to do and require lot of time and hard work.
If you can manage both well, you can go ahead for it.
