After BCOM u should pursue MBA. but if you want to earn degree and don't have any hurry for job then you can go for MCOM then MBA.
But I think if you study CFA after MBA rather MCOM then it would be better choice.An MBA and cfa degree makes you perfect for investment banking. Now your choice.

You can apply for either of them. However, if you completed Diploma right after your SSC and if you don't mind to study further for four years, going for a Degree course would make better sense.

Yes there are chances as the cutoff changes every year. The cutoff is not revealed in the list but genrally goes till around 90. But nothing can be guaranteed. The cut off is not revealed by the college in the list. Contact college for exact document details regarding the same.
