There are many countries to choose from. USA, UK, Canada, New Zealand, Australia , Singapore, Netherlands etc are very popular. Admission procedures differ from university to university in different countries. generally universities in Australia they do take admissions of students who pursued graduation from CC as well but i hope for that you must appear for GMAT and Ielts/Toffel.

Merchant navy can be joined after 10th as seafarer after qualifying pre sea courses or after 12th as an officer through various degree or diploma courses in mainly two specialized fields, Nautical (Deck) and Marine engineering so if you hv no financial burden, complete your 12th with PCM and then go for officer's training directly.
