Hi Snehasish,
After 10th, a student has the option to either go for 11th standard or opt for Diploma. Diploma is always a better choice as the course helps candidates to become a half engineer. The course offers more emphasis of practical sessions rather than theory. It is quite suitable for students to prove their competency for industrial jobs.
Diploma in CS allows candidates to have a rewarding job, immediately after three years of matriculation. The course helps them to join as Junior Engineer in railways, central/state departments/PSU or they can start working in a good IT firm. Growing work experience makes it easier for promotions

Hi,
Government organization gives study leave after you have completed minimum years of service (3-5 years) that when you have completed your probation period. There is nothing like UPSC leave, the government gives study leave for academics/professional enhancement, but many people prepare for this exam apart from completing some professional degree. So, it is up to you how you use this sanctioned kind of sabbatical.

Dear student,
Kindly use the link below to know the colleges you can get with this rank.
https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor
In case you don't get a good college on the basis of this rank, then you can opt for some of the good private universities like Lovely, Sharda, Chitkara, etc. offering various specialisations in B.Tech.
All these universities offer world-class learning atmosphere to students along with good placements. Some of these universities even offer good scholarships to students on the basis of their previous qualification as well as the JEE scores.
Good luck.
