Possibilities are there but very difficult to get into a free university. They are very very competitive, you can apply if your grades are as high as 90% and even more. Additionally, UG programmes, particularly from free universities, are taught in German so you must be fluent in the language. Apart from your grades, you must improve your overall profile. Another important point, you cannot apply to a German university after your 12th. You can enroll into a Bachelors programme in India complete the first year before applying to a German university. The minimum mark required in JEE Advanced for ECE in any of the IITs is 150. But it totally depends on the college. If your marks meet the eligibility criteria then you will get the best college. So don't think about minimum marks.
