Hi,
If you do not want to continue what you choose earlier then may be MBA as this will open various job options and can take you away from engineering else go for MS. Also, in case you are not aware, a good university in USA will only entertain you for MBA with at east 3 years work experience. MS students get entry with 1 year or no experience too.

No, the MBA degree offered by IITs are open to candidates from all academic backgrounds. For admission, the candidates need to meet the selection criteria prescribed by that particular IIT.

For CSE, yes they do provide good placements and the companies that come in the campus are far better than the competitors. The companies like TCS, Accenture, L&T India, ITC do come in the campus and plus they have an extra cell that works specially for the students.
