Yes, you're absolutely eligible to get admission in CS branch in Chandigarh University with 80% marks in CBSE board.
The eligibility criteria for getting into CSE branch at Chandigarh University is minimum 60% marks in aggregate in 10+2 with Physics and Mathematics as compulsory subjects along with any one of the following optionals: Chemistry/Biology/Biotechnology and Computer Science.
Further, Chandigarh University conducts admission based on Chandigarh University Common Entrance Test(CUCET). To be eligible for appearing it, 60% marks with under recognised board is required.

Yes, if you meet the admission requirements, you can apply. To be eligible to apply for the student visa you must have the admission offer firstly. However, different universities have different requirements, some may not easily accept a student with arrears, however, there would be many who will accept you depending on your overall grades and profile.

PGDM is an institute based autonomous program which is approved by AICTE.
MBA is a program which is affiliated to a university.
Colleges which offer AICTE approved courses will also offer PGDM not MBA, for example XYZ College is affiliated to ABC University they offer MBA course affiliated to that University, the same college is offering AICTE approved course it means they are offering PGDM which is not linked to ABC University.
Typically if any PGDM is to be equivalent to MBA then the course duration should be 2 years, a 1 year PGDM will not be equal to MBA course.
Even IIMs, XLRIs doesn't offer MBA degrees they only give PGP Diploma or P

This is the most scoring subject in CPT , no doubt. It is very much required that you must solve all the mcq sets given in the module. Please don't leave the company accounts part. A lot of students get irritated and leave it for option. It is a crucial part. In CA-IPCC a lot of concepts are on shares and just company's fund management. It is on you, but I think so that first doing Diploma is much better, because all our engineering base become clear about engineering drawing and all other things. So, if you ask me I'll prefer you to go with Diploma side rather than class 11th and class 12th.
