Its good that you have clarity on what you want to pursue post Engineering. Since, you are into your second year, you still have time to prepare for MBA open test. Usually, student start preparing for MBA open test in the beginning of their final year as entrance exams for MBA happen in November / December. 2 to 3 hours of systematic study for about 3 to 4 months is enough to do well in open admission test.

As per my research, for taking admission in MTTM, it required to take entrance exam set or taken by IGNOU. Where through online registration you can give exam and based on merit you get selected. There is no information given regarding CAT as mandatory for selection process. But as CAT is national level competent exam, the chances of CAT acceptance might bee there. Yes, Diploma holders in electrical can seek admission in aeronautical engineering branch in lateral mode. But why do you want to leave electrical engineering? Job opportunities in Aeronautical Engineering are much less as compared with electrical engineering. My advice would be not to leave electrical engineering.
