On the other hand, It may depend on your state cut, you can get CS or it if your state cutoff is very low
The third reason that which caste do you belong if you belong to journal EWS then you it have a good chance that you can get or it in a government college or if you belong to OBC there is much less chance that you can get CS or it in a government college and if you belong to SC and SD card then you get government college.

Germany is a country, where technological fields are booming and with quality because they always choose best for their need, so when they choose a foreigner, they first attract by him/her academic record. So, it is definitely tough to get a chance there, but never lose hope because you are an automobile engineer and automobile industries are expand in Germany every day.
You have a chance, so you can choose German taught courses instead of English taught courses, then you can get admission there and it will also help you to get a job there. Extra-curricular activities, projects will also help you.
All the best.

Indian Institute for Aeronautical Engineering is the best college in Pune near Warje Chowk, NDA Road which is offering good academics. The fee structure is too high as it is a difficult branch. Go through the entrance exam and get a good result like below 5K then you will easily get admission.
