Fellow Management program is basically a Doctoral program which is a research based program, whereas Executive MBA program is a tailor made program for the working professionals who have a good amount of work experience and want a degree within the shortest duration, generally such programs are of one year. Some times even the part time programs are called EMBA programs.

Always remember that the most important thing while making a decision on the course choices is your own interest and career aspirations. Although, it does matter that the degree you have achieved should be from a good University/Institute but it would only matter to an extent. Once you have a got a placement it is your own caliber, performance and hard work which will help you to take your career to the next level.
However, Delhi University is one of the oldest Universities and has a great standing the job market but if you are not getting the course of your choice in Delhi University then you should not opt for Delhi University just because it has a better reputation. Reason being the person can excel only in the field about which he is passionate.

As far as the placements are concerned no institute would guarantee placements but most of the good institutes will generally have good placements and I would like to add here that more then the institutes Placement services its your own capabilities skill sets and performance on the program & at the time of job interviews which will fetch you a good job.
Coming to the fee structure, it would vary from University, generally the good Universities would fall in the bracket of 6 to 10 lakhs, but there would be Universities who would fall in the 3-5 lakhs bracket like IIPM, Amity , XLRI, Jaipuria Institute of management etc. to which you can apply, as there is no concrete list of such Universities it would be difficult to give you more information.
