Hi Anjum,
As your Fiancee has completed PG in Political Science why doesn't she look for related options like social work, getting into political bureaucracy by appearing for Civil Services, Political Journalism, PR, Labour Studies, etc?
However, for the Cosmetic and Toiletry Courses you can try with Institute of Natural & Modern Cosmetech, Keller Eduction Trust (Mumbai), FFDC (Ministry of SSI, U.P.), etc.

Networking professionals are in great need . no doubt about that.
You can certainly do CCNA. MCSA and RHCE. But just don't stop with doing the course . it is useless . you must complete the certification then alone it as true 100% value.
Talking about 'HCL', it as very recently only started its Education wing . so I am not sure whether it is upto the mark or not. Any way, try to find out whether they are providing Placement assistance in HCL and other companies.
If yes then join there .
If no then better to join reputed training institute.
All the best!
