Australia is among the finest study destination for international students, there are many good and top ranked universities in Australia, the degree offered by universities in Australia is world wide acclaimed and acknowledged.
Getting admission in Australian universities is very competitive, you need to have good academic record to get admission.
All the international students whose first or native language is not English, have to take IELTS to prove their English proficiency.
Mostly the universities require IELTS score of 6-7 bands plus, with your score of 5.5 it would be difficult for you to get admission in good Australian universities.

As your Fiancee has completed PG in Political Science why doesn't she look for related options like social work, getting into political bureaucracy by appearing for Civil Services, Political Journalism, PR, Labour Studies, etc?
However, for the Cosmetic and Toiletry Courses you can try with Institute of Natural & Modern Cosmetech, Keller Eduction Trust (Mumbai), FFDC (Ministry of SSI, U.P.), etc.

As stated my Manmeet Kaur50173 , you can definitely opt for the SAP in the module depending on your preference or your education qualification, but then along with your interest, it is preferred that the applicant for SAP should also be having some work experience and on the basis of which one can be able to understand and interpret the concepts better.

To give away a general advise there are several options to go with like M.tech or MBA or Civil Services and many more, but then it is advised that you should choose from your own area of interest and also depending on your education background.
If you are keen to continue a career in engineering then definitely M.tech should be the best option to go with else you can opt for MBA if interested in the management stream.
Likewise there are other courses as well that can be seek for related career interests.
