I suggest that you concentrate on your Mechanical engineering subjects only + arrange some visits to Mechnical workshops to get some practical experience working on machines such a Lathe machine etc and if possible formally learn AUTOCAD.

If your concepts of academic subjects are clear then the name of the college for graduation would not matter much for you. I suggest you join any college which give you admission (without wasing a year) and then this time try to excel in examination to get higher percentage. The name of the institute of your post graduation would matter more in your career.

It is good to see that you are focused about your future. To become a lawyer, you will have to pursue LLB degree after 12th. You must take commerce, maths, English and Information technology subjects in 10th. During 12th fill up form for LLB entrance test CLAT. Through CLAT, top 14 law colleges of the country offer LLB course. Google CLAT exam detail, you will find all relevant material. As of now no other books are required.
