As you have discontinued B.Tech, so need to start your career from Intermediate Level only. If still you have passion in Engineering field then go for engineering courses. Your System Admin experience won't be helpful unless you choose IT courses. To abroad for IT courses is not a good idea. Many top ranking institutions in teaching available in India only for basic IT courses. For advanced courses i.e. after graduation or post graduation level you may thing to go for abroad.

Hi Mani,
Law is a good choice to opt for after 12th, you can go for an integrated course like BBALLB, BALLB etc or can opt for graduation and then pursue LLB. The advantage of opting for a integrated course is that you can save 1 year because it is a 5 year program.
