In order to be admitted for this program, you would need to take the GRE(preferable score 1400+), TOEFL(100+) Apart from the mentioned tests, you would need atleast 75% and above in your Btech/BE.

First of all I would like to clear that as you have already done your Higher Secondary you don't have to take admission in NIOS as National Institute of Open Schooling is for students who want to complete their Secondary or Higher Secondary level.
Now coming back to your graduation, advisable is that whenever you plan a degree you should do it through regular college but as you have a gap of almost 7 years I am really skeptical and doubtful that you would be able to get admission in a full time college. If you do your Graduation through Distance Education the only thing you should keep in mind is that it should be UGC approved a
