This is because JD programmes are open only to holders of a first degree (normally in a non-legal field). Thus, legal studies are postgraduate programmes in the US.
In order to pursue LLM from US, you need to have:
A first degree in law from a university recognised by the American Bar Association or its foreign equivalent.
TOEFL score of 80-90 plus.
Essays or personal statements.
Undergraduate transcripts.
References.
Interviews, mostly done for few colleges over the phone.
Resume.
The average tuition fee to pursue LLM in US may cost around US$35,000–US$50,000, but the range is much greater than that.

Dear Prashant, any degree from any foreign university is recognized by ASSOCIATION OF INDIAN UNIVERSITIES, 16 COMRADE INDRAJIT GUPTA MARG, NEW DELHI 110 002 based on The Three basic components taken care of for granting equivalence are :
Duration of the course
Eligibility requirements and
Course Curriculum in comparison to that of Indian Universities
In case all the three components are equivalent to that of Indian Universities, Opinion
is sought from the Experts on that particular field. Then their Report is placed before the
Evaluation Committee for their approval. The decision of the Evaluation Committee is
