Dear Amudha, Technical writing is the art of being able to explain/describe complex ideas to both technical and nontechnical audiences usually in the form of a Manual or online Help.
This kind of writing could range from describing a complex procedure to maintaining a specific type of military apparatus, to explaining how to assemble a baby's playpen to a consumer.
In all cases, the style of technical writing must be succinct; accurate, comprehensive and easy to understand and follow. Personalization such as humor should not be included in technical writing.
Texas Tech has a really great and respectable technical writing PhD program.
This program is available onsite or online.

Another option would be to research Writing, Rhetoric, and Discourse (WRD) Departments within major universities.
These departments usually include a Technical Writing or Technical Communications track for graduate students.
DePaul University has a great WRD Department with coursework focusing on technical writing.
To my knowledge, there are no universities of TN offering similar research programs.

Spring (January) intake.
