First get information about the availability of seat in college, where you want to get transferred. If seat is available, then apply for NOC in present college. If the college gave you the NOC, then go to college where you want to transfer and complete the admission procedure there.

This college in Chennai gives admissions via two streams. I don't think you'll get to know your score, because when I wrote they never mentioned about scores, just had ranks. So unfortunately, you will never know. But, be thorough with CET, which can fetch you good rank in PESSAT.
