I will advise you to choose any lower cut-off branch of high rank college and work hard in 1st year and change your branch to the one you want. And, wait for the second counseling. Many students will leave their seat after first counseling. You may get civil or IEM in Sir MVIT or civil in DSCE.

No that's not true. The university may or may not provide exemption from ilets depending upon your marks in English. It is mandatory in some colleges irrespective of whether you did B.Tech or some other course.
