Frankly speaking we can not draw a comparison between the degrees of two different countries or states, not even the degrees of two different Institutes falling in the same state as every Institute is different with their own philosophy & Vision you would not found any two Institutes with replicated course curriculum.
To choose between the Institutes I would suggest that you should opt for the program which suits your requirements at the best rather than drawing a comparison on the the length of the program.Whether private or government, reputation of the Institutes depends on various factors like: Course curriculum (whether it is exhaustive or not), Faculty, Infrastructure, Placements & ranking & recognition. I would also suggest you to visit the institute before enrolling for the program & also check if the Institute is government approved or not. The validity of both the govt. & recognised private Institutes would be the same.
