Depending on the eligibility criteria and the admission procedure of the particular college of your interest for the M.tech course you can then apply to the college, but then to pursue M.tech most of the colleges offering this course would require you to qualify an entrance, not necessarily the GATE only but any other which is accepted by the particular Institute.

Hello Priya, just start applying to colleges, without IELTS score and give them a note stating that, you have registered for IELTS test and you would be submitting your result before commencing of your course. You will get conditional offer letter from universities and once you submit IELTS score you will be provided confirmation offer letter.

Marks classes is since 7 years, with good results-toppers of 10th CBSE and ICSE students belong to marks classes. A student selected in JNU for M.Sc. Biotech is also from Marks classes.
