I would say more than the Institutes reputation what would matter for the success in your teaching career is how to perform on the course and how you use the knowledge earned.
However, While choosing the Institute few of the things which you should keep in mind are: Course curriculum (whether it is exhaustive or not), Faculty, Infrastructure, Placements & ranking & recognition. I would also suggest you to visit the institute before enrolling for the program & also check if the Institute is government approved or not.
So, if Jammu University fits the bill I would say go ahead.

Yes, your experience shall be counted in most of the institutes at the time of admission for MBA. Information technology specialization in MBA will get you job opportunities in the Systems department of any organization. The degree will get you posts in the area like Business Analyst, Project Manager, Pre-Sales Analyst, Sales and marketing, ERP consultant, Quality Control etc.
PMP and ITIL are certificate courses. ITIL is a set of guidelines and concepts for managing information technology services.The concept came into existence in 1980's by the UK Office of Government Commerce.ITIL can be applied across almost every type of IT environment . Link to refer:

PMP stands for Project Management Professional and is a credential program offered by the Project Management Institute.This advanced certification is for project management professionals with extensive experience. Among the two, I feel ITIL is a better option as PMP is for the those who lead a project and have good experience in the same.
