For UG, you have to apply when the Delhi University registration forms will be out. If you clear the cutoff, you have to come to the college and get your admission done.

As per the institute guidelines, Candidates registered up to and including the month of February in a year are eligible for appearing in both the Modules of the Executive examination held in December of that year and those registered up to and including the month of August in a year are eligible to appear in the Executive examination held in June of next year subject to satisfactory completion of coaching. Yes, you are eligible and there is no age criteria for M.Tech. I seriously recommend you to start preparing for gate and if you score below AIR 200, then you will be having a good chance in joining the IITs.
