Yes you can join Karnataka State Open University for B.Tech in Electronics and Communication. As per your educational qualification, you are eligible to join the 3rd Semester(2nd Year), so it will take only 3 years time for you to complete the course.

They are different branch of engineering. Question of difference comes when their is similarity as they are different field of study, except all are engineering field there is no similarity. All the branch you have mentioned is very popular and having lots of demand, so some college is having Electrical as best, some electronics as best. So, the choice comes to you, as all the branch is having great potential , you may join any of them.
