Hello padmakumar,
Ph.d is a research course.several universities provide ph.d course.according to me every university need UGC(University Grant Commission) approval for running ph.d course it doesn't need seperate approval of aicte because aicte(All India Council for Technical Education) is exempt in ugc.
Also it's vary from to university-to-university.

Students must have passed in 12th Standard or equivalent examination with Physics and Mathematics along with Chemistry/Bio-Technology/ Biology as optional subject, with English as one of the language of study
Students should have obtained a minimum aggregate of 50% of marks in the above mentioned subjects
In case of candidates from Karnataka, belonging to Scheduled caste, Scheduled Tribe and other backwards classes (Category – 1, 2A, 2B, 3A, and 3B) students should have obtained a minimum aggregate of 45% of marks in the above mentioned subjects
Students should have appeared in any one of the entrance test conducted by the Govt. of Karn
