In most of the colleges, there is hardly any difference between the two courses.
Systems Management emphasizes more on the latest practices, concepts and technological skills of the changing marketplace. IT specialization seems more technical but is similar to the Systems management as it also teaches about the various technologies and the processes taking place in this field.
IT and system Management are more over similar as both includes training in IT and system department of organizations, business development, systems consultancy, account management etc.

TOEFL is a required for International students whose mother tongue is not english so you have to give TOEFL test , regarding GRE then let me tell you it also required if you are applying for the Engineering, Communication & Information Studies, Economics, Psychology, Sociology and science disciplines. Applicants from India may use the Graduate Aptitude Test in Engineering [GATE] score of at least 90% in place of GRE.
