Please find below the admission requirements for studying Masters in engineering(electronics and computer engineering) at the University of Toronto:
1) GRE Exam: Preferable score 700 in each section i.e. quant and verbal.
2) IELTS: Minimum 6.5 band score
3) Undergraduation percentage must be 78% and above. Incase percentage is not meeting the requirement, a conditional admission offer will be given which would be considered unconditional after certain foundation courses are completed before the program starts.

Yes it would be required for you to take the GRE with the IELTS if you want to pursue your masters in USA. Even though your question is very much program specific, most of the master programs in the US demand you to take the GRE specifically the top universities.
I would also like to let you know that TOEFL IBT is the preferred medium of examination in the US. Even though IELTS is also accepted, it is always recommended to take the TOEFL if you are planning to study in the United States.
