You can work for 1-2 years and accumulate a good amount of money along with this get an education loan from a financial institution. You can pursue MBA from a government college at a very low cost after qualifying CAT exam.

You can do two degree from same university, this is as per UGC norms. But, you can do B.Ed from different university in regular mode.
Kindly, do the B.Ed program in regular mode, attend the classes and workshops because that will help you to understand the technique for teaching and strong foundation to develop best student for our nation.

Yours IELTS score is good for post-secondary Diploma but your class 12th percentage is not that good. Still, you need to find entry requirement of colleges which offer that course at this percentage. You need to consult an expert visa consultant.

If you do M.Tech EEE from IITs or NITs then you can get good placement and will also have better learnings.

Please mention which MS specialization you are interested in. Please visit the websites of universities offering that course and see the minimum eligibility criteria. Usually the GPA required for MS courses is high, (around 3.6 out of 4) so you will have to see which universities will offer you the course on lower GPA.

After B.Com, you can prefer some professional course like CMA (US), which is related to finance, so you can get more knowledge and it can be completed within 8 months to 1 year and it has better scope all over the world.

I recommend that you apply to universities in other states as well, rather than restricting yourself to one state. You can also consider Masters in Project Management offered by New York University and Northwestern University.

According to me, you should score good grade in Bachelors degree because every good B-School require more than 50% even they consider above 60% as a good merit. But if you couldn't score much in Bachelors than try to improve in Masters degree and you would try for MBA programme afterwards.
